This is called by the session manager or HARDERR.EXE to open the registered drivers or DLLs for later notifications. If there is some other driver than the keyboard or mouse driver to receive notification, the HARDERR daemon seems to do the notifications. This function is exported for the HARDERR.EXE mainly.
