A development system for OS/2 that allows you to develop applications for IBM AS/400 minicomputers using the RPG and COBOL languages and associated tools, this is primarily intended for server development although the toolkit has some support for development of OS/2 as a front end/client capability. The system is in some ways similar to VisualAge for RPG and VisualAge COBOL with the AS/400 back end option, and appears to share a number of the back end tools.

After the release of VRPG, C/400 was shipped with runtimes to allow you to run front end programs developed for VRPG, but Code/400 features front end tools based around Workframe/2 that predate the Smalltalk based tools of the Visualage family and all in all have a more "classic" IBM & OS/2 feel to them. Unlike VRPG, C/400 was never ported to Microsoft Windows but IBM later released a development toolkit for Windows that used the same name and had similar functionality but mostly used completely different codebase for the Windows frontend than was used for the OS/2 one.
