This component is not documented at large. The DLL's that compose it hints you that they belong to WPOS (Workplace OS Project) and that they are part of a "Name Framework".
It appears that the NAME*.DLLs provide various query and update services for accessing config.sys, the INIs, REGISTRY.DAT and .REG files.
