Removes the library from access that had been allocated by a previous call to [[WinLoadLibrary]].

 WinDeleteLibrary(anchorBlockHndl, libraryHndl)

;anchorBlockHndl - [[HAB]] - input : The anchor block handle.
;libraryHndl - [[HLIB]] - input : The handle of the library.

This function returns a [[BOOL]] with possible values of:
; [[TRUE]] : Library successfully unloaded.
; [[FALSE]] : Library not successfully unloaded.
