For any line number, the insertion point just before the first character on
that line is returned. If the line number is -1, the line containing the cursor
is used.

The term line means a line on the display after the application of word-wrap.
It does not mean a line as defined by the CR LF line-break sequence.

The default window procedure takes no action on this message, other than to set '''iptFirst''' to 0.
