This message causes the component to set or reset numeric limits.

;lUpLimit ([[LONG]]) - input: Upper limit.
;lLowLimit ([[LONG]]) - input: Lower limit.

::TRUE: Successful completion.
::FALSE: Error occurred.

==Remarks==
The application sends this message to the component to set or reset numeric
limits.

This message is functionally identical to [[SPBM_SETLIMITS]], except that the
current value of the spin button does not change if it is out of range.

When the upper limit is less than the lower limit, FALSE is returned.

==Default Processing==
The default window procedure does not expect to receive this message and
takes no action other than to return FALSE.
